Mr. Elias Eng., is a Telecommunication/ Radio Communication engineer with over 25 years of experience in telecommunications, spectrum surveillance and Direction Finding technologies. He participated in many projects in Canada and internationally. He was behind the architecture design and the deployment of the wireless netted Direction Finding system in Quebec City for the summit of the Americas 2000, managed projects in South Africa, Georgia, Lesotho, Ivory Coast, Armenia, Jamaica, British Virgin Islands, Indonesia and other countries.

He has assisted several developing countries in developing spectrum monitoring networks and studied the integration of existing monitoring instruments into automated monitoring systems.

With Industry Canada, he worked closely with the radio inspectors to define and implement a nation- wide radio frequency direction finding system, implemented an enhanced algorithm for triangulation over digital maps and provided inputs on implementing new transportable monitoring systems in rural areas.

Internationally, he studied the requirements for spectrum monitoring technologies, studied the suitability of monitoring sites, directed spectrum audits in congested areas and provided detailed reports on the load level and its distribution over time.

He has assisted several developing countries in developing spectrum monitoring networks and studied the integration of existing monitoring instruments into automated monitoring systems. 

He has developed tools and methodologies to perform spectrum audits, utilizing high speed scanning tool and processing software.

Mr. Elias is a Member of the OIQ (Ordre des ingénieurs du Québec)
