Based in Kingston (Jamaica), Carlton has over twenty-five years of work experience as Lead ICT Consultant projects for entities such as the EU, the World Bank, and the IADB. He has hands-on experience in providing practical advice to policy makers and excellent skills in progressing the policy development process in governmental and non-governmental agencies including work for the Government of Jamaica, the Government of St. Lucia, the Government of Grenada, the Government of Haiti and a range of other Caribbean nations.

His work in Jamaica is wide ranging and includes membership of a team of experts working for the Planning Institute of Jamaica to consider and advise how ICTs may be deployed and used to favour Jamaica’s economic and social development. Carlton advised the National Planning Agency of Jamaica on policy prescriptions to enable the vision. Further, he provided input to the Telecommunications Act (2000) of Jamaica which liberalized the Jamaican telecommunications market.

Carlton holds a Master’s degree in Management of Information Systems from George Mason University, an Honours BSc in Natural Sciences from the University of the West Indies, and a Diploma in Corporate Strategy from the Sloan School of Management at the Massachusetts Institute of Technology.
